The main character, Rover, is the first playable Resonator in Wuthering Waves. If you’re a new player, you likely plan to use them for the foreseeable future, so here’s the best Spectro and Havoc Rover build in Wuthering Waves.
How to build Spectro Rover in Wuthering Waves
Spectro Rover can play multiple roles. They can even be a support with their fourth Resonance Chain. However, Spectro Rover’s most suitable role in Wuthering Waves is as a DPS, at least until you get a solid five-star damage dealer.
Weapons
Rover is a sword (not Broadblade) user in Wuthering Waves, and there are a few options, regardless of whether you’re a heavy spender or a free-to-play player. Below, you can find a list of the best weapons for Rover.

The Emerald of Genesis is the best option since, as a five-star, it has a higher base ATK. Crit. Rate as the main stat also allows you to lean more into Crit. DMG with your Echoes. You can get the weapon from the Weapon Permanent Convene or the Five-star Weapon Supply chest that is given for reaching Union Level 45.
The rest of the weapons are good alternatives but have ATK percent as the main stat, which means you have to pay more attention to the Crit. Rate/Crit. DMG balance.
Echo sets
As a Spectro character, the best Echo set for Rover is the full set of Celestial Light. The Sonata effects increase the Spectro damage of the wielder by 10 percent and by an additional 30 percent after releasing an Intro Skill.
Echo Skill
For a primary Echo to use in battle, I recommend going for the Mourning Aix. It’s a Spectro boss located at the bottom of the map, and it should be fairly easy to defeat. Its Echo skill increases the wielder’s Spectro DMG and Resonance Liberation DMG, greatly benefiting our Rover.
Echo stats and substats
When it comes to stats, you have to balance the Echo costs with the stats. This might prove challenging, especially since the cost depends on the Echo’s type. To make your life easier, here are all the main stats you should be looking for on your Rover’s Echoes:
- Four cost: Crit. Rate or Crit. DMG (maintain one to two ratio)
- Three cost: Spectro DMG Bonus
- One cost: ATK percent
The substats can have all of the above alongside any other offensive stats available in the game, including Resonance Skill DMG Bonus, Resonance Liberation DMG Bonus, and Heavy Attack DMG Bonus.
Forte priority
Finally, leveling up Fortes is pretty straightforward for Rover. As a main DPS, you should prioritize the Fortes you use the most when dealing damage on the field.
Here’s a list of Rover’s Fortes to prioritize:
- Forte Circuit
- Resonance Skill
- Basic Attack
- Resonance Liberation
- Intro Skill
Using Basic and Heavy Attack combos grants a lot of Diminutive Sound, often enough to use the Forte Circuit. Since the Forte Circuit is tied to the Resonance Skill, which only has a six-second cooldown, these three abilities are your main priorities.
Resonance Liberation deals good damage, but since it’s an ultimate, I recommend leveling it up when using Rover more as a Sub-DPS (with another solid damage dealer in the team) or when everything else is maxed out.
How to build Havoc Rover in Wuthering Waves
The Havoc Rover is a DPS character, just like Spectro Rover, which makes these builds very similar. The main differences you should look out for are the Echoes and the Forte priority.
Weapons
The weapon choice remains the same, with Emerald of Genesis being the best one, with its Crit. Rate stat. Below, you can find a table with the best weapons for Havoc Rover. Most have ATK percent as a stat, so choose the most accessible one.

Echo sets
The best Echo set for the Havoc Rover is the Sun-sinking Eclipse. The two-piece set grants 10 percent Havoc DMG bonus, and the full set can give you up to 30 percent extra Havoc DMG, as long as you’re using Basic and Heavy Attacks.
Echo Skill
There are two options for the Echo Skill: Dreamless and Crownless. Dreamless is made for Rover, as it deals more damage after Havoc Rover casts Resonance Liberation. At the same time, Crownless is also a great option; it increases the wielder’s Havoc DMG. I recommend going for the one with better stats.
Echo stats and substats
Echo stats are similar to what you need for Spectro Rover or any other DPS character in Wuthering Waves. Here are the main stats you should be looking for on your Echoes:

Your ideal loadout should have a Dreamless/Crownless with a Crit. stat, two Havoc DMG Bonus Echoes, and the remaining two with ATK percent. The substats can have all of the above alongside any other offensive substats.
Forte priority
With the new attribute, you have a new set of Fortes to level up. Your main priority should be Forte Circuit. The rest is mostly up to you, but here’s what I recommend to be your Forte priority list:

- Resonance Skill
- Resonance Liberation
- Intro Skill
Forte Circuit is the main part of Havoc Rover’s kit. When using it, you enter the Dark Surge state enhancing your Basic and Heavy Attacks. These attacks scale with Forte Circuit and not Basic Attack level.
After the Forte Circuit comes everything else in this Wuthering Waves build. Basic Attack is the next thing you’ll be using the most when dealing damage as Havoc Rover, followed by the Resonance Skill and Resonance Liberation.
