Here are the LoL Patch 13.13 patch notes

Stability is the name of the game this update.

Riot Games is pumping the brakes—just a little, mind you⁠—for League of Legends Patch 13.13 as the studio prepares for a lengthier three-week cycle. While there are still nearly a dozen champion changes, the focus in June’s last update is “stabilization” rather than major Season 13 pivots.

Only Lee Sin and Nidalee actually got any buffs this patch.

The nerfs, mind you, are a little more spread out; power picks like Aphelios and Neeko were firmly in the crosshairs, as are Wukong, Vi, Kindred, and plenty more.

These nine nerfed champions were joined in the loser’s circle by four items and even one summoner spell⁠—Ghost. The plan, League dev boss Matt “Phroxzon” Leung-Harrison said on Twitter on June 20, is to lay the groundwork for a bigger Patch 13.14 changelist coming in late July.

Riot wants to “let the meta play out,” he added.

And, of course, no League patch would be complete without new skins. In this cycle, five champions will get Elderwood, Star Guardian, or Victorious variants.

What’s in League Patch 13.13?

Two buffs, 10 nerfs as Riot aims for “stabilization”

Annie, Aphelios, Ivern, Kindred, Neeko, Rek’Sai, Varus, Vi, and Wukong all got nerfs from June 28, while Lee Sin and Nidalee are the lucky two walking away from this update having been boosted. For items, Stattik Shiv (nerfs), Essence Reaver, Stormrazor, and Duskblade (adjustments) have been changed.

Finally, Rell has undergone some surgery via adjustments.

The main reason there are so few actual champion and item changes, Phroxzon has explained, is Riot is “mostly focusing on stabilization as it will be a three-week patch” and the devs want to let the meta grow naturally.

Famous League skin lines get new releases

It’s only a small skin bundle this week, but it’s two very popular skin lines that got new releases: Orianna and Seraphine got ew Star Guardian variants, while Karthus and Wukong joined the Elderwood team.

League players who made it to at least Gold in the first slice of the Season 13 competitive grind are also being given their reward this week⁠—a Victorious Anivia skin.

⁠We’ve put together all the League notes for the June 28 update below. Now that the Riot devs have released the official notes, all these buffs, nerfs, and changes are locked in stone and will begin impacting the metagame.

Champions

Lee Sin

  • Q bonus attack damage ratio increased from 110 to 115 percent bonus attack damage, Q re-activation bonus attack damage ratio increased from 110 to 115 percent bonus attack damage.

Nidalee

  • Base movement speed increased from 335 to 340.

Annie

  • Q base damage reduced from 80-220 to 70-210, ability power ratio reduced from 80 to 75 percent ability power.

Apelios

  • Gravitum slow duration reduced from 3.5 to 2.5 seconds.
  • Severum basic attacks heal reduced from 2.5-9 percent (based on level) to 2-7.1 percent (based on level).
  • Sentry attack speed reduced from 0.8 to 0.64.

Ivern

  • W self base damage reduced from 20-50 to 30-60, self ability power ratio reduced from 30 to 20 percent ability power.
  • R slam base damage reduced from 30-60 to 20-50.
  • Daisy’s base movement speed reduced from 440 to 430.

Kindred

  • Base armor reduced from 29 to 26.
  • Base health reduced from 610 to 580.

Neeko

  • Q cooldown increased from seven second cooldown at all ranks to 9-7 seconds.
  • W base damage changed from 50-170 to 40-180.
  • R new effect: Now breaks passive after 0.5 seconds of casting.

Rek’Sai

  • Base attack damage reduced from 61 to 58.
  • Base health reduced from 640 to 600.

Varus

  • Q on-hit ability power ratio increased from 30 to 35 percent ability power, detonation ability power ratio per stack reduced from 2.5 percent per 100 ability power to 1.5 percent per 100 ability power.
  • Updated voice-over.

Vi

  • Passive shield health ratio reduced from 13 to 10 percent maximum health.
  • R cooldown increased from 120-80 to 140-90.

Wukong

  • E monster damage reduced from 120 to 100 percent.

Rell

  • Base health regeneration reduced from 8.5 to 7.5
  • Base magic resistance reduced from 32 to 30.
  • Magic resistance growth reduced from 2.05 to 1.85.
  • Q bonus monster damage increased from 150-430 to 170-470.
  • W Crash Down base shield reduced from 35-135 to 15-110, Mount Up bonus attack speed changed from 15-35 percent to 30 percent at all ranks.
  • E bonus monster damage increased from 100-280 to 120-300.

Items

Stattik Shiv

  • Minion AP ratio reduced from 125 to 85 percent ability power.
  • Minion base damage unchanged.

Essence Reaver

  • Spellblade base attack damage ratio increased from 100 to 130 percent base attack damage, bonus attack damage ratio reduced from 45 to 20 percent bonus attack damage.

Duskblade of Draktharr

  • Changed how Samira, Katarina interact with ability.

Stormrazor

  • Base damage increased from 15 to 90.
  • Attack damage ratio reduced from 60 percent attack damage to 25 percent attack damage.
  • Removed: No longer scales with 50 percent ability power.

  • Fixed a bug where Akshan’s R – Comeuppance would fail to reveal invisible champions.
  • Fixed a bug where Vladimir’s R – Hemoplague range indicator size would be different before and after leveling up his R.
  • Fixed a bug where Anivia would not regain her non-Eggnivia armor and MR stats immediately after reviving
  • Fixed a bug where the amount of chain shield granted by Moonstone Renewer was based on number of shields per spell cast and not allies shielded.

  • Fixed a bug where Bel’Veth would lose stacks on her R by casting her Q and E on different targets.
  • Fixed a bug where Kled could not cast an untargeted heal while casting his R – Chaaaaaaaarge!!!
  • Fixed a bug where Shyvana’s Q – Twin Bite would have a slightly longer cooldown in Dragon form than in Human form.
  • Fixed a bug where Shyvana’s Q – Twin Bite would only grant Fury on the second hit.
  • Fixed a bug where Lucian’s Passive – Vigilance would sometimes repeat its visual effects on the target.
  • Fixed a bug where Lucian’s W – Ardent Blaze would sometimes not grant him movement speed.
  • Fixed a bug where when Neeko transformed into a Totem Ward, Farsight Ward, or Control Ward she could not attack.
  • Fixed a bug where upgrading Dark Seal to Mejai’s and refunding the purchase would sometimes result in the loss of all Dark Seal stacks.
  • Fixed a bug where when Sona used W – Aria of Perseverance the chain shield from Moonstone Renewer would not time out.
  • Fixed a bug where Maw of Malmortius’ cooldown would reset upon death.
