To investigate the goblin presence, you need read a letter from Ranrok on the table within the tent in the Nord Fog Bog area. This will progress you to the next steps. You will then need to defeat goblins and follow the NPC into the next part of the quest.
Head to the ruin indicated on your map to progress through the quest of investigating the goblin presence. Here’s where many players are tripping up. In order to trigger the next steps of the quest, you’ll need to find and interact with a specific item, and the game doesn’t make this abundantly clear.
Look around you and you’ll see a big tent near pillars in ruins. Head inside to find the item in question. Specifically, you’re looking for the letter from Ranrok sitting atop a table. The letter has a set of orders given by Ranrok to his band of Loyalists. You will simply need to read the letter to complete the investigate goblin presence objective in this quest. After reading it, you’ll progress to the next step of the quest where you will need to get inside the tower.
If you do not read the letter, the quest will not progress.
Next, go out of the tent and fend off goblin enemies who’ll spawn. Once the enemies are cleared, you’ll be able to follow the NPC to the next step.
