The Zarqwa Hydroelectric dead drop is found near the region of the map by the same name, located near the dead center of Al Mazrah.
I found myself constantly spawning towards the outer edges of Al Mazrah, which gave me plenty of time to grab some weapons and gear, as well as a vehicle to quickly get to the dead drop.
