The Infantry Vest is the best all-purpose vest in MW3 because it allows you to equip a perk or equipment in every slot the game has to offer. Other vests are nice for more specific loadouts, but this one will serve you perfectly well in multiplayer.
I like to use EOD Padding as it helps me maneuver through the battlefield as I engage in more mid to short-range fights, protecting me from explosives and projectiles. The Stalker Boots are great for moving while aiming down sights, and Marksman Gloves will prevent too much flinch if you get shot at by a foe.
Grenades are also up for player preference, but I find that leading in most encounters with a frag and a flash grenade makes enemies much easier targets. The Munitions Box can help you restock your thrown projectiles while also reducing the need to switch off your MTZ-762.
