Here are the League Patch 13.2 (13.1B) patch notes

League of Legends season 13 is well and truly in swing now, and the Riot Games developers are already making sweeping changes to the League meta through a pile of buffs, nerfs, and changes as the year’s best and worst champions begin to make themselves known across Summoner’s Rift.

Next up in League’s fortnightly updates is Patch 13.1b, which is just as weighty—if not even more so⁠—than season 13’s first patch. Lilia, Heimerdinger, and Orianna lead the raft of champion changes, while 23 items (and counting) are under the microscope.

On top of the bountiful change list, the Riot devs have locked in more Lunar-themed skin and cosmetics for the month’s second patch cycle.

Here’s everything you need to know about League Patch 13.2 (13.1B).

League Patch 13.2 (13.1B) release date

The first update of 2023 was supposed to roll out on Wednesday, Jan. 25, according to Riot’s patch schedule. But due to an unexpected social engineering attack, Patch 13.2 has been delayed and broken down into hotfix micropatches. According to Riot PR, there will be two micropatches in total, with each introducing one part of the already announced balancing changes. While Patch 13.1b is scheduled for Jan.25, Patch 13.1c’s release date will remain a mystery until further notice.

Some of the new content that was supposed to come to League with Patch 13.2, namely Ahri’s ASU, will be delayed until Patch 13.3 in early February.

Biggest updates & changes in League patch 13.2 (13.1b)

Cyber attack delays 13.2 changes

Dot Esports has got its hands on plenty of League Patch 13.2 changes on the League PBE, but the developers didn’t share their usual patch preview this week.

After a day of silence, the Riot devs confirmed this was due to a “social engineering attack” the studio suffered days before, which has now thrown the January update into disarray. Patch 13.2 will be broken down into two micropatches that will ship balancing changes, according to Riot PR. Unfortunately, the Ahri ASU and other fresh content will have to wait until Patch 13.3 early in February.

Promised Annie buffs are pushed back

Annie was supposed to be at the forefront of 13.2 changes after going nearly a year without any tweaks to her abilities (the last time she got changes was Patch 12.12). The Dark Child has slipped into “niche pick” range early in season 13 and Riot is trying to fix that in this update.

To boost her play rate and win rate alike, the League devs are hiking up numbers for her stun-heavy passive (Pyromania), W (Incinerate), E (Molten Shield), and her famous Tibbers ultimate. The changes will most likely go live with Patch 13.1c that still doesn’t have a set-in-stone release date.

Ahri ASU inked in to arrive, but delay looms

Right now, the Ahri art and sustainability update, which will refresh the Nine-Tailed Fox’s animation in-game as well as her audio and skin designs up to scratch for modern League, has been penned in for a Patch 13.2 release.

Unfortunately, Riot revealed Ahri’s ASU will be pushed to Patch 13.3 after the cyber attack scuppered much of its January patch plans. The new-look Ahri update will land early in February.

More mana (and buffs) for a dozen ADCs

Bot laners⁠—or more specifically, AD carry mains⁠—are getting a fair bit of love in League Patch 13.2, with a dozen marksmen getting mana buffs and ability changes.

The sweeping ADC buffs, revealed by LCS commentator-turned-Riot developer David “Phreak” Turley on Jan. 14, are expected to hit Ashe, Caitlyn, Ezreal, Jhin, Jinx, Kai’Sa, Lucian, Miss Fortune, Senna, Sivir, Twitch, and Xayah. They will focus on mana, including base starting pools, growth, regen, and more.

More Lunar skins to hit League shopfront

The Lunar New Year’s celebrations roll on this patch, with another six themed cosmetics coming for Ashe, Kha’Zix, Malphite, Qiyana, Thresh, and Lissandra, the last of which is getting a stunning new Prestige skin.

Here are the patch notes for the Jan. 24 update, which is rolling out as a series of micropatches. Until Riot has released all two of these League micropatches, consider any unshipped changes still tentative for the time being.

Ashe

  • Mana scaling increased from 32 to 35.
  • Mana regen scaling increased from 0.4 to 0.65

Caitlyn

  • Mana scaling increased from 35 to 40.
  • Mana regen scaling increased from 0.55 to 0.7.

Ezreal

  • Mana regen scaling increased from 0.65 to 1.

Gangplank

  • Base AD growth decreased from 4 to 3.7
  • E bonus damage on Critical Strike reduced from 10 percent to five percent

Heimerdinger

  • Q turret health decreased from 175-700 (based on level) (+five percent-40 percent (based on level) AP) to 130-640 (based on level) (+ five percent-45 percent (based on level) AP).
  • W initial magic damage reduced from 50/75/100/125/150 (+45 percent AP) to 40/65/90/115/140 (+55 percent AP)

Jhin

  • W mana cost reduced from 50/60/70/80/90 to 50/55/60/65/70.
  • E mana cost reduced from 30/35/40/45/50 to 30 at all ranks

Jinx

  • Base mana increased from 245 to 260.
  • Mana growth increased from 45 to 50.
  • W mana cost reduced from 50/60/70/80/90 to 50/55/60/65/70.

Kai’Sa

  • Base mana increased from 344.88 to 345.
  • Mana scaling increased from 38 to 40.
  • Mana regen scaling increased from 0.45 to 0.7.

Kassadin

  • E cooldown increased from 21/19/17/15/13 seconds to 21/20/19/18/17 seconds.

Kindred

  • Q base damage decreased from 60/85/110/135/160 (+75 percent Bonus AD) to 50/75/100/125/150 (+75 percent Bonus AD).

Lillia

  • Passive AP scaling increased from five percent (+1.2% per 100 AP) of target’s maximum health to five percent (+1.5% per 100 AP) of target’s maximum health.
  • Q AP scaling increased from 35/45/55/65/75 (+40 percent AP) to 35/45/55/65/75 (+45 percent AP).
  • Q outer edge true damage AP scaling increased from 35/45/55/65/75 (+40 percent AP) to 35/45/55/65/75 (+45 percent AP).
  • E AP scaling increased from 70/95/120/145/170 (+45 percent AP) to 70/95/120/145/170 (+60 percent AP).
  • E cooldown reduced from 16 seconds at all ranks to 14 seconds.

Lucian

  • Base mana reduced from 349 to 320.
  • Mana growth increased from 38 to 43.
  • Base mana regen reduced from 8.18 to 7.
  • Mana regen growth increased from 0.7 to 0.8.

Miss Fortune

  • Mana growth increased from 35 to 40.
  • Mana regen reduced from 8.05 to 8.
  • Mana regen growth increased from 0.65 to 0.8.

Maokai

  • Q bonus damage to monsters reduced from 120/140/160/180/200 to 100/120/140/160/180.
  • E magic damage reduced from 55/80/105/130/155 (+ six percent bonus health) (+40 percent AP) ⇒ 55/80/105/130/155 (+five percent bonus health) (+35 percent AP).
  • E empowered Sapling magic damage reduced from 110/160/210/260/310 (+12 percent bonus health) (+80 percent AP) ⇒ 110/160/210/260/310 (+10 percent bonus health) (+70 percent AP).

Nami

  • W base magic damage reduced from 70/110/150/190/230 (+50 percent AP) to 60/100/140/180/220 (+55 percent AP).
  • E bonus damage per hit reduced from 25/40/55/70/85 (+20 percent AP) to 20/35/50/65/80 (+20 percent AP).

Orianna

  • Passive damage adjusted from 10-50 (levels one, four, seven, 10, 13, and 16) ⇒ 10-50 (levels one-18)
  • Q passthrough damage changed from 10 percent less per enemy after the first hit to 30 percent less for each enemy after the first.
  • W cost reduced from 70/80/90/100/110 to 70/75/ 80/85/90.
  • R damage increased from 200/275/350 (+80 percent AP) to 250/350/450 (+90 percent AP).

Ryze

  • Magic resistance decreased from 36 to 32.
  • Passive increased maximum mana decreased from 10 percent per 100 AP to six percent per 100 AP.

Senna

  • Mana regen growth increased from 0.4 to 0.7.

Sivir

  • Mana scaling increased from 40 to 45.
  • W mana cost reduced from 60/65/70/75/80 to 60 at all ranks.

Twitch

  • Base mana increased from 287.2 to 300.
  • Mana regen scaling increased from 0.45 to 0.7.

Udyr

  • Q bonus physical damage decreased from three/four/five/six/seven/eight percent (+ five percent per 100 bonus AD) ⇒ three/four/five/six/seven/eight percent (+ four percent per 100 bonus AD).
  • Bonus attack speed increased from 20/30/40/50/60/70 percent to 20/32/44/56/68/80 percent.
  • R base damage per tick decreased from 10/20/30/40/50/60 to 10/19/28/37/46/55.

Xayah

  • Mana regen scaling increased from 0.75 to 0.8.

Yuumi

  • Base attack range decreased from 500 to 425.
  • Base attack damage decreased from 55 to 49.
  • Base health decreased from 550 to 500.
  • Base health regeneration decreased from seven to five.
  • Passive will increase Yummi’s auto-attack range by 25 for that attack only.
    • Shield strength reduced from 60-380 (based on level) to 45-300 (based on level).
  • W adaptive force decreased from 12-20 (+12-20 percent of bonus) to 12-20 (+ six-10 percent of bonus).
  • E movement speed AP ratio removed

Zoe

  • E now shreds 20/22.5/25/27.5/30 percent percent MR when target falls asleep (until they wake up).

Items

Black Cleaver

  • Health increased from 350 to 400.
  • Attack damage increased from 45 to 50.

Blade of the Ruined King

  • Proc cooldown increased from 20 seconds to 30 seconds.
  • Proc damage decreased from 40-150 to 40-103.
  • Ranged on-hit damage increased from eight percent to nine percent

Bloodthirster

  • Lifesteal reduced from 18 percent to 15 percent.
  • Shield changed from 50-320 scaling from level one to 180-450 scaling from level nine.
  • Total cost reduced from 3,400 to 3,200.

Bramble Vest

  • Reflect damage increased from four to six.
  • Passive GW on being hit increased from 25 percent to 40 percent.

Chempunk Chainsword

  • Attack damage decreased from 20 to 15.
  • Passive GW applied on physical damage increased from 25 percent to 40 percent, no longer applies further 40 percent while below 50 percent health.

Chemtech Putrifier

  • Recipe changed to Oblivion Orb and Forbidden Idol (was previously Oblivion Orb and Bandleglass Mirror).
  • Passive GW on any damage increased from 25 percent to 40 percent, no longer applies 40 percent GW on next damage via heals and shields.
  • Ability haste reduced from 20 to 15.
  • Ability power reduced from 60 to 40.
  • Now grants 8 percent HSP.

Death’s Dance

  • Recipe changed to Pickaxe, Chain Vest, and Pickaxe (was previously Pickaxe, Chain Vest, and Caulfield’s Warhammer).
  • Takedown healing reduced from 120 percent bAD to 50 percent bAD.
  • No longer grants 15 ability haste.
  • Armor increased from 45 to 50.
  • Attack damage increased from 55 to 65.

Eclipse

  • Recipe changed to Serrated Dirk and Caulfield’s Warhammer (was previously Serrated Dirk, Long Sword, and Vampiric Scepter).
  • Melee proc cooldown reduced from eight seconds to six seconds.
  • Ranged proc cooldown reduced from 16 seconds to 12 seconds.
  • No longer grants seven percent omnivamp.
  • Now grants 15 ability haste.

Syzygy

  • No longer grants eight percent omnivamp.
  • Now grants 20 ability haste.

Essence Reaver

  • Attack damage increased from 45 to 55.
  • Combine cost increased from 2,800 to 2,900 total.

Executioner’s Calling

  • Passive GW on physical damage increased from 25 percent to 40 percent.
  • Attack damage reduced from 20 to 15.

Goredrinker

  • Mythic passive per legendary now gives 3+three ability haste, down from seven.
  • Now grants plus 50 health per item.

Infinity Edge

  • Required crit change reduced from 60 percent to 40 percent.

Lord Dominik’s Regards

  • Attack damage increased from 30 to 35.

Maw of Malmortius

  • Recipe changed to Hexdrinker, Pickaxe, and Long Sword (was previously Hexdrinker and Caulfield’s Warhammer).
  • Lifeline passive no longer grants 10 percent omnivamp, now grants 12 percent lifesteal.
  • Ability haste reduced from 20 to zero.
  • Attack damage increased from 55 to 65.

Morellonomicon

  • Recipe changed to Oblivion Orb, Hextech Alternator, and Amplyfing Tome (was previously Oblivion Orb, Blasting Wand, and Ruby Crystal.
  • Passive now applies 40 percent GW on magic damage (previously applied 25 percent GW on magic damage, and damage below 50 percent health applied 40 percent damage.)
  • Health reduced from 300 to 200.
  • Now grants 10 magic pen.

Mortal Reminder

  • Recipe changed to Executioner’s Calling, Last Whisper, and Cloak of Agility (was previously Executioner’s Calling and Zeal).
  • Combined cost decreased from 750 to 150.
  • Total cost increased from 2,600 to 3,000.
  • Passive now applies 40 percent GW on physical damage, up from 25 percent GW on physical damage. No longer applies 40 percent after repeat attacks on the same target.
  • No longer grants seven percent movement speed.
  • No longer grants 20 percent attack speed.
  • Now grants 30 percent armor pen.
  • Is now “unique” with other Last Whisper items.

Navori Quickblades

  • Required crit change reduced from 60 percent to 40 percent.

Oblivion Orb

  • Passive GW on magic damage increased from 25 percent to 40 percent.
  • Ability power reduced from 35 to 25.

Ravenous Hydra

  • Ability haste increased from 20 to 25.
  • No longer grants 10 percent omnivamp, instead grants 10 percent lifesteal.
  • In-game tooltip now notes “Cleave” will benefit from lifesteal.

Seraph’s Embrace

  • Tooltip now notes it as being unique with other “Lifeline” items.

Thornmail

  • Reflect damage bAR scaling increased from 20 percent to 25 percent.
  • Passive now applies 40 percent GW on being hit, applies nothing on immobilizes (previously applied 25 percent GW on behind hit and immobilizes applied a further 40 percent Grievous Wounds.)

Demonic Embrace

  • Maximum health burn decreased for melee champions from 1.8 percent to 1.6 percent
  • Maximum health burn increased for ranged champions from 0.8 percent to one percent

Systems

Chemtech Dragon Soul

  • Low-health damage reduction increased from 10 percent to 11 percent.
  • Low-health damage AP increased from 10 percent to 11 percent.

Chemtech Blight

  • Tenacity per Chemtech stack increased from five percent to six.
  • Heal and shield power per stack increased from five percent to six.

Skins
